Umsebenzi wami kulezi zinyanga ezimbalwa, ukuhola iKhabinethi ukuze lifezekise umsebenzi owanikezwa uKhongolose okhethweni luka 2004, kanye nokwakha isisekelo sokuthi umsebenzi wangemuva kwokhetho uhambe kahle.

Laba bantu baseNingizimu Afrika bamele ithemba nokuphokophelela kwabantu baleli lizwe.



Kwingxubevange yabantu abavelele baseNingizimu Afrika kukhona aMalungu ePhalamende lethu lentando yeningi angasekho emhlabeni kusukela ngoFebhruwari wonyaka odlule. Phakathi kwawo singabala oBrian Bunting, Billy Nair, Ncumisa Kondlo, John Gomomo, Joe Nhlanhla, Cas Saloojee, John Schippers kanye noJan van Eck.

Malungu ahloniphekile, sibonga abantu baseNingizimu Afrika ngokuba yintando yeningi, nokwathi okokuqala ngqa, mhla zingama-27 ku-Ephreli ka 1994 bathathela ikusasa labo ezandleni zabo.

Nangaphakathi eNingizimu Afrika, kwakulandelwa wona lo Mgomo nangesikhathi kubanjwe ingqungquthela i-1989 Conference for a Democratic Future eyakwazi ukuhlanganisa cishe yonke inhlobo yomuntu owayethanda leli lizwe ngaleso sikhathi.

Ngalokho-ke, singasho singananazi ukuthi eminyakeni nje eyi-15 sisentandweni yeningi, ukwesaba nokungabaza kanye nenzondo okwatshalwa yile minyaka eyi-100 eyadlule, futhi eyayigcwele inkohliso yokuthi kunokuthula phakathi kwedlanzana labacindezeli abangamakoloni, kwakungewona nje amampunge kuphela kepha futhi kwakuhlanekezelwe.



Lokho kwesaba nokungabaza kwaholela eminyakeni eminingi yokuzabalaza. Kulokhu-ke sethulela isigqoko indodana yezwe lakithi enesibindi, uSolomon Kalushi Mahlangu, owaya entanjeni eminyakeni engama-30 edlule ngeqholo elikhulu, ngokwazi ukuthi igazi lakhe lizonisela lo muthi wenkululeko. Namhlanje sinohlelo olusebenza kahle lwentando yeningi olwakhelwe phezu kwemigomo yokuveza obala okwenzekayo kanye nokuvuleleka, olunezinhlaka eziningi zokubamba iqhaza komphakathi kanye nezikhungo ezizimele ezigunyazwe nguMthethosisekelo ukuthi zisekele intando yeningi.

Umnotho wezwe lethu usungovulelekile kakhulu kanti kusukela ngonyaka

Lokhu akwenziwa ngoba kubhebhethekiswa lokho abanye abakubiza ngokuthi uhlelo lwemisebenzi enikeza amathuba ngokobuhlanga. Eqinisweni, izwe elingakuqinisekisi ukubandakanywa kwabo bonke abantu balo kuwona wonke amazinga emisebenzi yezomnotho, nakanjani ligcina selisebenza ngaphansi kwamandla elinawo.



Ngenxa yokuthi izikhungo ezizimele zisasalele emuva ekuguquleni izinhlobo zobuhlanga babantu abaphethe emsebenzini kanye nasemisebenzini edinga abantu abanamakhono athile, ekuthuthukisweni kwamabhizinisi kanye nokunye lokhu ngakolunye uhlangothi kwenza izwe lethu lisilele ngemuva emaqophelweni aphezulu okukhula komnotho. 



Ukwabelana ngemivuzo yokukhula komnotho kuphinde kusho indima eyanele nelinganayo yombuso ekusebenziseni isiKhwama semali yezwe njengethuluzi lokwaba kabusha kanye nokwabelana ngomthwalo wokuhlinzeka ngezimpahla zomphakathi.

 Firstly, money-metric poverty declined substantially since the turn of the century. The reduction is to a large extent due to a dramatic expansion in social grants expenditure from 2002 onwards. This improvement is mirrored in access to basic services – a rapid decline in asset poverty even preceded the decline in money-metric poverty. Secondly, although the reductions in poverty have been substantial, aggregate inequality increased during the 1990s. Thirdly, the dynamics underlying the poverty and inequality trends determine the broad policy outlook…[P]poverty has decreased since the transition, but … inequality has not improved.” 





…Among households that include children (defined as those aged 17 and younger), the number of households reporting that a child went hungry declined dramatically (from just over 31 per cent to 16 per cent) between 2002 and 2006. This suggests that the poverty situation has improved remarkably, particularly among people experiencing the greatest degree of welfare deprivation. The prevalence of hunger among children has virtually halved over four years.

Lokhu sekudale amathuba okukhulisa lolu hlelo kanye nokuthuthukisa izingabunjalo lalo.



Mayelana namathuba okuba amakhaya wonke akwazi ukuthola izidingongqangi, izibalo zizisholo zona ngokwazo. Isibonelo, amathuba okuthola amanzi okuphuza anyukile kusukela emaphesentini angama-62 ngonyaka we-1996 kuya emaphesentini angama-88 ngonyaka wezi-2008.

Siphinde sakhuthazeka ukuzwa ukuthi ucwaningo olumayelana nokwenyuka kwegciwane lesandulela ngculazi lukhombisa ukudamba kanye nokwehla kwamazinga okusuleleka kwabantu.

Ngaphezu kwalokho, uhlelo lwethu lokunikeza ngemishanguzo yokudambisa isifo  sengculazi akulona kuphela olukhulukazi emhlabeni jikelele kodwa luya ngokuya lukhula ngazo zonke izikhathi kanti sekube nabantu abagulayo abangaphezu kwezi-690 000 asebeqalisiwe ukunikezwa imishanguzo yokudambisa isifo sengculazi selokhu lolu hlelo lwaqalwa. 



Yebo ezinye izikhungo eziningi zezempilo azikabi nayo njalo imithi edingekayo, amazinga afanelekile kubasebenzi, kanye nokuhlinzekwa okuphuthumayo kwezidingo ngqangi ezinjengamanzi ahlanzekile kanye nogesi. Kwezinye zalezi zikhungo impatho yakhona isezingeni eliphansi kakhulu kanti nemimoya yokusebenza kwabasebenzi bakhona isadinga ukwenziwa ngcono.



Kwezemfundo, sibone ukwehla kakhulu esilinganisweni sikathisha kanye nabafundi abafundisayo cishe kube namathuba afanayo ezweni lonke jikelele mayelana nokwamukelwa kwabafundi ezikoleni zamabanga aphansi kanye nokuthuthuka kwesibalo sabafundi abaphasa isifundo sezibalo, ukucaphuna nje okumbalwa.

Malungu ahloniphekile ukubhidlanga kobugebengu kusalokhu kuyimbangela yokuhlala kwabantu baseNingizimu Afrika besengozini. Okwenzeka nsuku zonke ezindaweni ezintulayo kanye nalezo ezakhelene nazo ngokufana kungezinye zezinto ezifakela abantu itwetwe lokuhlaselwa ngesidlozane.



Ngaphakathi ezikhungweni zomphakathi kanye nalezo ezizimele amathuba okuboshwa kwamaqhinga amabi kanye nokusetshenziswa kwezinsiza kusebenza ngenkohlakalo kuhlala njalo kuyizinto ezikhathaza kakhulu.

Lokhu kukhombisa ubuthakathaka bezindawo esakhelene nazo ikakhulukazi ekwakheni ubumbano kanye nokuzwelana emphakathini okuzosisiza ekuvikeleni kanye nasekuqedeni ubugebengu. Kukhombisa ubuthakathaka kwizinhlaka zethu zokulwa nobugebengu kusukela ekuphenyweni kwamacala kuya ekuhlunyelelisweni kwezimilo zezephulamthetho. Kukhombisa ubuthakathaka ekusebenzeni ngendlela egculisayo kwezinhlelo zezinkantolo maqondana nakho kokubili ukwazi umsebenzi kanye nezinye izingqalasizinda kanjalo nokuphathwa kwazo. Lezi yizinkinga uhlelo olubanzi lokulungisa kabusha oseluqalile ukubhekana nezo.

Angibali lezi zinkinga nje ngoba zihlanganise konke futhi akusikho ukuthi ngokuzibala singalungisa lokho okungahambi kahle emiphakathini yethu. Kunalokho, ngikhethe ukwenza lokhu ukuze ngigcizelele iphuzu lokuthi iNingizimu Afrika ayinakho ukwentuleka kombono. Inselele yethu ukwenza lo mbono ube yizinhlelo namaphrojekthi azoqala ukusebenza ngendlela efanele.

Singagxeka ubugovu, ukubhekelela isikhathi esifushane kanye nokunganaki kwabaphathi bezinkampani ezinkulu okuyikhona okusibishise kulolu taku. Singagxeka imigomo yohulumeni eyasusa amehlo ayo ebholeni nokwenza ukuthi kube nelayisense yobuhula kwizimakethe ezingahambisi ngokomthetho ezidale umonakalo kwizinhlelo zezimali. Sonke singakwenza lokhu, futhi kube yinto ethathwa njengefanele.

Esikwaziyo ukuthi ukuhambisa ngomthetho izinto ezweni lakithi kanye nemigomo yebhajethi elwa nokuzungeza ndawonye kwesiKhwama sokuqinisa umnotho esinqume ukuyisebenzisa kusisizile ukuthi sikwazi ukugwema ukushayeka kakhulu kwezomnotho. 



Kodwa-ke sonke siyazi ukuthi, ngenxa yokuthi sihlanganiswe ngokuphelele nomnotho wamazwe, izinga lokudingeka kwezimpahla esiziyisa kwamanye amazwe lehlile; ukuthola izimali kanye nokungena kwemali ebhizinisini nakhona izinto azisahambi kahle; ukwehla kwezinga lokudingeka kwezinto sekushonise phansi ukukhiqiza; kube nomthelela ongemuhle futhi ekudalweni kwamathuba emisebenzi, kweminye imikhakha abasebenzi sebevesi bayadilizwa.



Lobu bunzima buhlangane nesikhathi lapho ukunyuka kwemali yentengo kanye nenzalo yemalimboleko kusephezulu kakhulu. Kodwa, sibonga umphathi weBhange Ngodla, okwehlise okungenani ngephesenti elilodwa-1%.  



Uma zonke lezi zinto sezihlangene, ziveza isimo esingesihle kwimali eqoqwayo okudinga ukuthi sandise ukuhlinzeka ngezinsizakalo kanye nokuqala ingqalasizinda yamaphrojekthi. Njengoba izinto zime kanje, sesiphoqelekile ukuthi sinciphise amathuba omnotho wethu ebesiwabhekile ngokuphathelene nokunyuka kwamandla emali kanye nokudalwa kwamathuba emisebenzi. 



Siyazi futhi ukuthi, iNingizimu Afrika ayishayekanga kakhulu njengamanye amazwe amaningi. Kunjalo, esikhathini lapho abanye bekhungethwe noma bebheke ukuthi ngungase kwehle inani lezimpahla ezikhiqizwa yizwe, iNingizimu Afrika kanye nezwekazi lase-Afrika lonke lisesimweni esihle sokukhula komnotho, akunandaba ukuthi kuhamba kancane kangakanani.

Njengoba kungabonakala uma kubhekwa izithelo ezinhle eziye zaba khona ezinyangeni ezimbalwa ezedlule, iNingizimu Afrika izosebenzisa leli thuba lokuphatha i-SADC ukusimamisa lesi sikhungo esibaluleke kangaka, ngokugxila kakhulu ekuqaliseni izinqunquthela zezisombululo kanye nokuhlanganisa  ngokulandelana amacebo  esifunda.



Ngesikhathi esifanayo sizobe sithuthukisa ukusebenzisana kwe-SADC nenhlangano i-Common Market of East and Southern Africa, i-Comesa ngamafuphi, kanye ne-East African Community, i-EAC. Lokhu kuzokwenziwa ukuze kukhuliswe kunokuba sithambise ubudlelwane esinabo neSouthern African Customs Union, i-Sacu. 



Namhlanje sifisa ukudlulisa ukuhalalisela abantu kanye nobuholi baseZambia, eGhana, kanye nabaseMelika ngokhetho lwabo, umfanekiso odlulisa umkhawulo ongumango wesimo sesizwe sabo. Ukuphoxeka kwethu okujulile ngokukhula kwezingxabano, ukulahleka kwezimpilo eziningi, ikakhulukazi abantu phaqa - okubalwa izingane, abesifazane, kanye nabadala - akuchazeki ngempela. 



Asikho isizathu esilungile salesi senzo sokuphazamisa kanye nobulwane.
