1.	ISINGENISO

ImiHlahlandlela yomThethomgomo: UkuTjhugulula nokuHlela inikela ngerherho lokuphathwa kwemitlolo elethwe emiSebenzini yesiTjhaba yamaLimi (i-NLS) namayunithi welimi (ama-LU) bona itjhugululwe, ihlelwe beyihlolwe ngamalimi ali-11 wangokomthetho kanye nangamalimi akhethiweko atjhili. I-NLS/ama-LU inikela ngalomsebenzi ukukghonakalisa bonyana iminyango yombuso ikhambisane neenhloso ezibekiweko zomLeyo womThethomgomo wesiTjhaba weLimi (i-NLPF), okukukobana - 

* kuphuhliswe ukusetjenziswa ngokulingana kwamalimi ali-11 wangokomthetho; 
* kukghonakaliswe ukufikeleleka ngokulingana kwemisebenzi yombuso, ilwazi nokwazi;
* kuqinisekiswe ukubekwa ebujameni obulungileko kwamalimi wangokomthetho nokungewendabuko abekagandelelwe ngaphambilini;
* kuphuhliswe ukuphathwa kuhle kwelimi khona kuzakuphathwa kuhle imisebenzi karhulumende ukuhlangabezana nokulindelwe maklayenti neendingo zawo. 

Ukufezakaliswa kancani kancani kwe-NLPF kutjho bona isidingo semisebenzi yokutjhugulula ususa emalimini wangokomthetho use kamanye wangokomthetho kuzakuragela phambili nokwanda. 3.	IBANGA

Umsebenzi welimi wenziwa ekorweni yombuso neyangeqadi kodwana ngendlela engalawulwa mthetho. Akunahlelo lokwelusa izinga lemisebenzi elethiweko. 4.	IMITHETHOKAMBISO EHLAHLAKO   

Lomthethokambiso usekelwe eenkambisweni ezilandelako:

* ukufunda ilimi nekghono lokukhuluma kuyehluka ekghonweni lokutjhugulula.
* abatjhugululi kufanele babe ngabasebenza mazombe kokuthoma, kodwana godu babe ngabaqale ikoro ethileko yelwazi. 
* abatjhugululi kufanele bakwazi ukusebenza eenkorweni zelwazi ezahlukeneko.
* izinga eliphezulu lokutjhugulula liqakathekile nayikuthi iminyango yombuso izakuthintana kuhle nabantu ebasebenzelako.
* ikambiso yokukhetha abatjhugululi abasebenza ngeqadi kanye nebuthelelo lekhompyutha labazakusetjenziswa, kuzakuya ngokuvunyelwa yiKomiti yamaThendara yomNyango (DTC).


5.	UBUJAMO BANGOKOMTHETHO 

LomThethomgomo ubuswa begodu uya ngamatjhuguluko:

6.	LAPHO USEBENZA KHONA 

LomThethomgomo usebenza:
* kibo boke abasebenza ngelimi abaqatjhwe mBuso okufaka hlangana labo basebenzi abasemNyangweni wezobuKghwari namaSiko (DAC);
* boke abasebenza ngelimi bangeqadi abanesivumelwano nomBuso;
* woke amaklayenti abawa isizo lokutjhugulula, ukuhlela nokuhlola eminyangweni yombuso. 


7.	AMAKLAYENTI, IMITLOLO NEENDLEKO

Umbuso, ngokusebenzisa i-NLS/ama-LU, unikela ngomsebenzi emaklayentini akhethekileko, begodu asebenza namahlangothi ahlukeneko wemitlolo. Ihlangothi lomtlolo elibekwe ku-7.2 lihlathulula bonyana mbuso namkha iklayenti elizakubhadela iindleko zomsebenzi.                                        
 
7.1	AMAKLAYENTI

Umsebenzi omkhulu we-NLS nama-LU kukghonakalisa ukuthintana phakathi komBuso nomphakathi, begodu naphakathi kwe-RSA neenarha zangaphandle. Ngakho-ke, amaklayenti, ngokuphathelene nokutjhugulula, ukuhlela nokuhlola imitlolo, okufaka:                                
* IPalamande; 
* ImiNyango yombuso yesitjhaba;
* Iinkhungo zomphakathi;
* Iinhlangano ezisungulwe ngokuya komthetho wePalamende;
* Iminyango yemibuso yamaphrovinsi, khulu khulu mayelana namalimi atjhili;

7.2	IMITLOLO EYAMUKELWA BONA ITJHUGULULWE, IHLELWE BEYIHLOLWE 

Imitlolo izakutjhugululwa isuswe beyisiwe emalimini woke wangokomthetho. Imitlolo engamalimi atjhili izakutjhugululelwa esiNgisini, begodu imitlolo engesiNgisi itjhugululelwe emalimini atjhili njengombana kuzabe kufuneka.                                          

Mitlolo kuphela eyenzelwe iminqopho yangokomthetho, engasiyo yeminqopho yomuntu ngamunye, ezakwamukelwa bonyana itjhugululwe, ihlelwe beyihlolwe yi-NLS nama-LU, okufaka hlangana:
* ImiThetho yePalamende;
* ImiThethomlingwa/imiTlamo yemiThethomlingwa (imitlamo yemithetho ehlongozwako);
* Imithetho emincani (esuselwa emiThethweni yePalamende, efana nemithetjhwana kanye nezAziso zomBuso, begodu ezivezwa eGazedini);
* AmaPhepha wokuBingwe nguRhulumende (abeka umthethomgomo wombuso, isibonelo, eendabeni zamafa);
* Imitlolo ephethe imininingwana (ekhambisana nemiThethomlingwa, imitlolo yokuzwisisana phakathi kwe-RSA nezinye iinarha, namkha hlangana kweminyango yombuso nabalingani bombuso);
* Imibiko (imibiko yonyaka, imibiko yeBhodo yeeMali ezibekiweko nokuRhwebelana, imibiko yamakhonferensi);
* Iincwajana (imilayo namkha iincwadi eziphathekako ezitlanywe mbuso wesitjhaba ezinqotjhiswe ukusetjenziswa mphakathi mazombe);
* Iimvumelwano (iimvumelwano zokusebenzisana, iimvumelwano zokurhwebelana zeentjhabatjhaba).

7.3	IINDLEKO 

Iindleko zokutjhugulula, ukuhlela nokuhlola imihlobo yemitlolo etlolwe ku-7.2 zizakuthwalwa yi-NLS/ma-LU. I-NLS/ama-LU angavuma ukukghonakalisa ukutjhugulula, ukuhlela nokuhlola imitlolo ngaphandle kwale kodwana iindleko zizakubhadelwa yiklayenti.  

8.	UKULETHWA KWEMISEBENZI 

8.1	Ukulethwa kwemisebenzi yokutjhugulula nokuhlela kuzakukhanjelaniswa nemithethokambiso yeBatho Pele. Ukuqinisekisa ukusetjenziswa kuhle kwemithethokambiso le, umBuso uzakubamba ukubonisana unyaka nonyaka nabalingani boke namaklayenti.  

8.2	UmKhandlu wabaSebenza ngeLimi uzakulawula ibandulo labasebenza ngelimi kanye nokulawula ukuvunyelwa nokutloliswa. Nanyana kunjalo, ibandulo godu lizakwenziwa ngaphakathi begodu nangeemfundo ezenzelwe ubujamo obuthileko ezinikelwa ziinkhungo zefundo ephakamileko ukuphuhlisa amakghono wabatjhugululi nabahleli. 

8.3	Ekuphathweni kwemitlolo ephathelene nezinto zamazombe, iinkhathi ezilandelako zokulethwa zingasetjenziswa njengomhlahlandlela:
* Ukutjhugulula (kufaka ukuqala iimphoso emtlolweni emsebenzini wakho)
I-avareji yamagama ayi-1 500 ukuya e-1 750 wamagama  (amakhasi ama-5 - 5,5 wamagama ama-300 ngalinye) ngelanga;
* Ukuhlola
I-avareji yamagama azi-3 000 ukuya kwezi-3 300 zamagama (amakhasi ali-10-11 wamagama ama-300 ngalinye) ngelanga.


* Ukuhlela
I-avareji yamagama azi-3 000 ukuya kwezi-3 300 (amakhasi ali-10-11 wamagama ama-300 linye) ngelanga.
Leziinkhathi zokuletha zizakusebenza ebujameni obuhle khulu, okutjho lokha izinto ezingabanga ihlangahlangano zizincani. Izinto ezinomthelela esikhathini sokuletha bunjalo umtlolo, lizinga lobutheknikhali, ikhwalithi yomtlolo wokuthoma, ukutholakala kweenhlathululimagama namarhelo wamathemu kanye nesikhathi esifunekako ukwenza irhubhululo. Isikhathi esiqedwa kwenziwa ukulawula ikhwalithi kanye/namkha emihlanganweni ephathelene nokutjhugululwa/ukuhlelwa komtlolo othintekako nakho kuzakuthikameza isikhathi sokulethwa komsebenzi.                                                                                                           


9.	UBUJAMO BOKWAMUKELWA KOMSEBENZI  

Ubujamo bokwamukelwa kweembawo ezibuya kumaklayenti ngilobu obulandelako: 
9.1	I-NLS nama-LU azakwamukela iimbawo zokutjhugululwa, ukuhlelwa nokuhlolwa kwemitlolo yangokomthetho kuphela. Akunambawo zomuntu ngamunye ezizakutjhejwa. 

9.2	Iimbawo zemisebenzi kuzakuthintwana ngazo neHloko yemiSebenzi yokuSekela namkha ihloko yeyunithi yelimi ethintekako namkha abajameli abafaneleko. Amaklayenti angeze adlulisela bunqopha imitlolo kabasebenza ngelimi namkha kilabo abatjhugulula bangeqadi. 

9.3	Nakukhutjhelwa umsebenzi ngaphandle, ilanga ofuneka ngalo kufanele kukhulunyiswane ngalo phakathi kweklayenti, i-NLS/i-LU begodu osebenza ngelimi wangeqadi kufanele aziswe ngaso isikhathi emitlolweni. 

9.4	Iimbawo zokutjhugulula, ukuhlela nokuhlola kufanele zigunyazwe kuphela ziinkhulu ezikhethiweko eminyangweni ethintekako yesitjhaba namkha yephrovinsi kanye neenhlangano zamaklayenti ezifana neenhlangano zomphakathi nezihlonywe ngokuya komthetho wepalamende.

9.5	Iimbawo kufanele zenziwe ngeforomo langokomthetho lombuso okuliforomo lesibawo (Z152), okufanele lizaliswe ngokuzeleko, namkha ngencwadi enetshwayo leklayenti. 

9.6	Zoke iimbawo kufanele zilethwe ngendlela yokutlola ngomtjhini, sibinga nge-elektroniki (ngeposo yelektroniki namkha idiski).  Umtlolo kufanele ube ngendlela yokutlola ye-MS Word khona uzakuvulekela i-NLS/ama-LU namaklayenti wabo. 

9.7	Imitlolo efana nemiThethomlingwa, imiThetho yePalamende nemithetjhwana etjhugululiweko kufanele iphekelelwe mitlolo yamambala namatjhuguluko woke womThethomlingwa onjalo, imiThetho yePalamende nemithetjhwana. 

9.8	Yoke imithetho nemithetho emincani kufanele igunyazwe baYelelisi bakaRhulumende kwezomthetho ngaphambi kobana itjhugululwe beyihlelwe. 

9.9	Mtlolo wokugcina kuphela njengombana kuhloswe bona uvezwe nokurhatjha ozakulethwa bonyana utjhugululwe. 

9.10	Nayikuthi obunye balobu bujamo akuhlangabezwana nabo, imitlolo izakubuyiselwa eklayentini. 



10.	IKAMBISO YOKWEMUKELWA KWEMITLOLO    

10.1.	IHloko yemiSebenzi yokuSekela namkha iHloko ye-LU namkha bajameli babo abafaneleko, bazakumukela imitlolo engenako begodu bazakuqinisekisa bonyana iforomo leembawo elifaneleko lizalisiwe ngokuzeleko begodu nangokunembako.  

10.2	Indlela yokutlolisa iimbawo kufanele ilandelwe njalo ngokusebenzisa amakhowudi okuvunyelwene ngawo. Isibonelo, umtlolo unganikelwa ireferensi ethi-Nde 03/0001/B.  U"Nde" utjengisa bona isiNdebele lilimi okufanele kutjhugululelwe kilo, u"03" utjengisa unyaka weemali, u"0001" utjengisa inomboro yomtlolo, kanti u"B" utjengisa umhlobo womtlolo,  kilobu bujamo mThethomlingwa (Bill). 

10.3	Ngokubonisana neehloko zemisebenzi yokutjhugulula, iHloko yemiSebenzi yokuSekela namkha ihloko ye-LU ikhulumisana neklayenti ngelanga lokugcina lokufuneka komtlolo. Iinhloko zizakubonisana nabatjhugululi abathintekako ngaphambi kobana beze nelanga okuzakufuneka ngalo umtlolo. Ilanga lokubuyiswa komtlolo lizakuquntwa ngosebenza ngelimi ngeqadi kanye neHloko yemiSebenzi yokuSekela namkha iHloko ye-LU kodwana kufanele kuvumele ukuhlola kwangaphakathi nelanga lokufuneka elibekwe yiklayenti.  

10.4	IHloko yemiSebenzi yokuSekela (NLS) namkha iHloko ye-LU isabalalisa imitlolo iyise eenhlokweni zokutjhugulula, okungibo abazakuba nesibopho sokuyidlulisela kubatjhugululi abathintekako. Akunamsebenzi ozakunikelwa abatjhugululi bunqopha. 

10.5	Iinhloko zokutjhugulula zinokuziphendulela ekuqinisekiseni bonyana abatjhugululi bagcina ikhwalithi begodu baletha umsebenzi ngesikhathi.

10.6	Lapho kunganakghono ngaphakathi lokuhlangabezana nelanga lokufuneka komsebenzi, ihloko ethintekako yokutjhugulula izakwenza isibawo eHlokweni yemiSebenzi yokuSekela namkha eHlokweni ye-LU bonyana umtlolo ukhutjhelwe ngaphandle. Zoke iimbawo zokukhutjhwa kwemitlolo zizakugunyazwa mPhathi weHlelo.  


11.	UKUGCINWA KWAMAREKHODI 

Amarekhodi wayo yoke imitlolo emukelweko beyasetjenzwa kufanele izaliswe ngokufaneleko ngaso soke isikhathi. IHloko yemiSebenzi yokuSekela namkha iHloko ye-LU izakuba nomsebenzi kilokhu okulandelako:

* Wemitlolo efunyenwe bona izokuhlelwa ngamalimi wangokomthetho kanye nokutjhugulula ukusuka namkha use emalimi wangokomthetho;
* Imitlolo efunyenwe bona izokuhlolwa beyitjhugulelwe emalimini atjhili; kanye 
* Nabatjhugululi abasebenza ngeqadi abavunyelweko. 

12.	UKUKHUTJHELWA NGAPHANDLE KWEMITLOLO 

Imitlolo izakukhutjhelwa ngaphandle isiwe kubatjhugululi bangeqadi abavunyelweko lokha umsebenzi umnengi khulu begodu kungakghoneki bona wenziwe yi-NLS / nama-LU namkha nayikuthi lilimi elingekho ku-NL S / ama-LU. Iinhloko zokutjhugulula kufanele zilethe amabanga azwakalako kumPhathi wePhrojekthi khona bona agunyaze umsebenzi ngaphambi kokuwukhuphela ngaphandle.

12.1	IKAMBISO YOKUKHUPHELA NGAPHANDLE

12.1.2	UmPhathi weHlelo uzakukhomba isikhulu esinekghono ukugunyaza ukukhutjhwa kweembawo ezirhabekileko, isibonelo, se-ofisi lakaMongameli namkha iimbawo ezenzelwa ikareko yesitjhaba ezifana nesivumelwano seentjhabatjhaba, lokha yena nakangothalakaliko. 
 
12.1.3	Ngokukhambisana neenjamiso zomThetho wokuHlelwa kwe-Odithi ka-1992 (umThetho wenomboro 122 ka-1992), iinkhulu zombuso angeze zatjhugulula/zahlela/zahlola nanyana ngimiphi imitlolo ekhutjhelwe ngaphandle ngomnqopho wokuthola umvuzo. 

12.1.4	Ngomunye nomunye unyaka weemali, abaphathi be-NLS/be-LU bazakuhlela ukukhangisa bona kumenywe abasebenza ngelimi bangeqadi bonyana benzele umbuso umsebenzi wokutjhugulula nokuhlela. Ngasikhathi sinye abasebenza ngelimi bangeqadi esele bavunyelwe bazakuqinisekisa bonyana basese nekareko ekwenzeni lomsebenzi. Nasele kuvunyiwe, umsebenzi welimi wangeqadi uzakusebenzela umbuso bekube sikhathi lapho alisa khona, namkha umsebenzi wakhe upheliswa khona mBuso ngesibanga sokuletha umsebenzi ongasingewekhwalithi ebekwe emihlahlandleni yomthethomgomo. 

12.1.5	Ihlelo eliqinileko lokukhetha nokuhlunga lizakusetjenziswa ukuqunta bonyana ngibaphi abasebenza ngelimi ngeqadi abenze umsebenzi omuhle khulu begodu ne?Sitifikethi sokuSebenza Kuhle khulu? sizakukhutjhwa ukuhlonipha ipumelelo yabo. 

12.1.6	Abaphathi be-NLS/bama-LU kufanele baqinisekise bonyana boke abasebenza ngelimi bangeqadi bakhambisana neemfuno zomGcinimali wesiTjhaba mayelana nokuphathwa kwemitlolo begodu boke kufanele babe nemvumo yezokuvikeleka. 

12.1.7	Ngemva kokutjheja isiphakamiso sehloko yezokutjhugulula, yiHloko yemiSebenzi yokuSekela neHloko ye-LU kuphela abazakukhetha umsebenzi welimi wangeqadi ozakuthunyelelwa umsebenzi. 

12.1.8	Umsebenzi uzakunikelwa ngokudlhegana kubatjhugulululi abasebenza ngeqadi begodu itjhejuli izakugcinwa ukudlheganisa ukutjhugulula hlangana nabatjhugulula bangeqadi, ngokuqala ukutholakala kwabo kanye nelwazi lamabizelo athileko nokuba ngusolwazi emsebenzini othileko. Boke abasebenza ngeqadi kanye namabanga wokwehluka kufanele alethwe abe avunywe ngaphambi kwalokho. 

12.1.9	Akunasiqiniseko esizakunikelwa osebenza ngelimi ngeqadi / umsebenzeli ngesinye nesinye isikhulu somnyango bona umsebenzi uzakuthunyelwa kiloyo msebenzi wangeqadi/abasebenzeli. 12.1.11	UmBuso unelungelo lokuphelisa imisebenzi yabasebenza ngelimi bangeqadi kanye nokususa amagama wabo ebuthelelweni lekhompyutha nayikuthi umsebenzabo awusi sezingeni elibekwe endimeni 14.1. Ubujamo Mazombe neenKambiso zeBhodo yamaThendara kaRhulumende (i-ST36) kanye neeNqophisi eziya eminyangweni mayelana nokuThenga (i-ST37) buzakusebenza. 

12.1.12	Abasebenza ngeqadi bazakubhadelwa ngendlela elandelako:
* Ukutjhugulula: isibalo samagama womtlolo wesiNgisi, kungaqalwa bonyana kumtlolo welimi osuselwa kilo namkha osiwa kilo, ngemali ebekiweko yokuthendarela ukutjhugulula (i-R/100 emagameni), kodwana ingabi ngaphasi kwe-R40/100 lamagama;
* Ukuhlela: isibalo samagama womtlolo okususelwa kiwo ngemali ebekiweko yokuthendara yokuhlela, kodwana ingabi ngaphasi kwe- R20,00/100 lamagama;
* Ukuhlola: isibalo samagama semitlolo yomibili ngemali ebekiweko yokuthendarela ukuhlola, kodwana ingabi ngaphasi kwe-R30,00/100 lamagama.

12.1.13 Indima ye-17.1 yaka-ST36 ibeka bonyana amanani wefemu namkha okungasi ngewefemu angathendarelwa, ngesikhathi indima ye-17.2 ibeka ukutjhugululwa kwamanani ngokusebenzisa ifomula. Kubingwa bona iimali ezibekwa mafemu zithendarelwe.

12.1.14 Nasele kutholakele imvumo ebuya kumPhathi weHlelo, iforomo Log1 elitlikitliweko (qala endimeni 12.1.16 nawufuna ilwazi elinganikelwa) lithunyelwa ePhikweni lokuPhatha zokuThenga nokuSabalalisa iPahla kaRhulumende (okuyi-SCAM) ukuthoma nokudlulisela phambili i-oda yangokomthetho kosebenza ngelimi ngeqadi. 

12.1.15 IHloko yemiSebenzi yokuSekela namkha iHloko ye-LU ithumela umtlolo kanye nencwadi yomlayo kosebenza ngelimi wangeqadi.

12.1.16	Incwadi yomlayo nesibawo sokuvumela kufanele zifake okulandelako: 
* igama ne-adresi yosebenza ngelimi wangeqadi; 
* ilanga; 
* ithayithili  nenomboro yokutloliswa komtlolo;
* ilimi okuzakususelwa kilo nelimi okuzasiwa kilo umtlolo;
* ihlobo lomsebenzi okufanele wenziwe, sitjho, ukutjhugulula, ukuhlela, kanye namkha nokuhlola; 
* isibalo samagama (nayikuthi isibalo samagama akhenge sinikelwe yiklayenti, umtlolo kufanele uhlolwe ngomtjhini ukuthola isibalo samagama) 
* imali ebekiweko yokubhadela; 
* ilanga lokubuyiswa komtlolo. 


13. IIMFUNEKO ZABASEBENZA NGELIMI BANGEQADI 

Abasebenza ngelimi bangeqadi nabasebenzeli abathola umsebenzi ku-NLS/kuma-LU kufanele bakhambisane nobujamo obulandelako: 

13.1	Abantu abasebenza njengabasebenza ngelimi ngeqadi akukafaneli badlulisele phambili umsebenzi abawuthole ku-NLS/ku-LU.

13.2	Abasebenzeli namakoroporasi abunjwa babantu abangadluliko komunye kufanele baveze imininingwana yokutjhugulula kwabo bebalethe i-CV yomunye nomunye umuntu enesivumelwano nabo.

13.3	I-NLS/i-LU ithatha isibopho sokungasebenzi bunqopha nabatjhugululi okukhulunywe ngabo endimeni 13.2, kodwana bazakusebenza kuphela nomsebenzeli namkha ikoroporasi ebunjwa babantu abangeqiko etjhumini ebaqatjhileko. 

13.4	Umsebenzi oqediweko kufanele ukhambisane nobujamo obubekwe yi-NLS namkha i-LU (isibonelo, ikhophi yephepha namkha ye-elektroniki, i-MS Word, ubukhulu bamaledere, nesikhala samalayini, njll) njengombana kubekiwe encwadini yomlayo. Akunanliyi zokuphepha ezizakwenziwa emtlolweni oqediweko, njengombana lomtlolo uba yipahla yomnyango othintekako. 

13.5	Umsebenzi womsebenzi kanye nemitlolo yokuthoma (nasiya ekutjhugululeni, ekuhleleni nekuhloleni) kufanele ibuyiselwe ku-NLS/LU kanye ne-invoyisi etjengisa isibalo samagama atjhugululilweko, ahleliweko namkha ahloliweko njengombana kubekiwe encwadini yomlayo. I-oda yangokomthetho kufanele ibe phezu kwe-invoyisi. 

13.6	Umsebenzi obuyiswe ngemva kwelanga elibekiweko uzakunikelwa ihlawulo yephesente li-1/14 (amaphesente wetjhumi nane) wenani lomsebenzi olethiweko, izakubalwa ngelanga elinye nelinye ngemva kwelanga elibekelwe umsebenzi, ngaphandle kwalokha ilanga elibekiweko lingezelelwe ngokuvumelana kwabathintekako phakathi kweHloko yemiSebenzi yokuSekela namkha iHloko ye-LU, iklayenti kanye nomtjhugululi othintekako. Ilanga elibekiweko lizakudlula ngelanga linye (okuma-awara ama-24), imemo ebawa ukuvumela ukwandisa izakuthunyelwa ku-SCAM. 

13.7	Abasebenza ngelimi ngeqadi kufanele balethe isitifikethi semvumo ekhethekileko esibuya emiSebenzini yeNgeniso yeSewula Afrika (okuyi-SARS) begodu banikele ngeenomboro zokutloliselwa kwabo umthelo eziseforomini lesibawo sethendara. 

13.8	Njengokuyelela engozini yokulahleka komsebenzi, abasebenza ngelimi bangeqadi kufanele bagcine amakhophi womsebenzi obuyisewe e-NLS/e-LU isikhathi esingaba mnyaka munye ngemva kokuqeda umsebenzi. Ngemva kokuphela kwesikhathesi, umsebenzi ungasulwa namkha ulahlwe. 

13.9	Ikghono lokutlama lomsebenzi otjhugululiweko, wahlelwa namkha wahlolwa obuyiselwe ku-NLS/LU msebenzi welimi wangeqadi lizakudluliselwa emnyangweni wombuso ofaneleko begodu lizakuhlala liyipahla yawo. 

14.	UKULAWULWA KWEKHWALITHI 

14.1	Ngeminqopho yokulawulwa kwekhwalithi, abasebenza ngelimi bomnyango kufanele ngaso soke isikhathi baqinisekise ikhwalithi yomsebenzi ngokuya kwendlela elandelako: 
* ukuphelela 
* itheminoloji evunyelweko
* ukulunga kwetheminoloji 
* ukufana kwetheminoloji esetjenzisiweko 
* ukukhambisana netlolomagama esemthethweni
* ukutjengisa ngokuliqiniso kokutjhiwoko emtlolweni wokuthoma

14.2	Ukuhlola ngokuthatha lapha nalapha, isibonelo, ukuhlola lapha nalapha amakhasi womtlolo, kuzakwenziwa ukuqinisekisa ikhwalithi. Nayikuthi ikhwalithi ayihlangabezani nobujamo obubekiweko, umtjhugululi wangaphakathi namkha umuntu oneemfanelo ezaneleko onesivumelwano ne-NLS sokwenza lomsebenzi uzakuhlola itjhugululo begodu i-NLS ingafezakalisa indima 12.1.12.

14.3	Nayikuthi ilimi alisetjenzwa ngaphakathi, i-NLS/i-LU uzakukhuphela ngaphandle ukuqinisekiswa kwekhwalithi yomsebenzi loyo unikelwe umuntu oneemfanelo ezilungileko begodu nonelemuko ngokuya kwekambiso yokuthenga efaneleko, okunguye ozakuqinisekisa ikhwalithi ngokuhlola lapha nalapha. Ukuze kufikelelwe lomnqopho amakhasi azakuthathwa lapha nalapha, isibonelo, itjhumi lamakhasi emtlolweni onamakhasi ali-100 kufanele ahlolwe.                                                                                                                                                                                        

14.4	Ngaphambi kokubhadela, umtjhugululi ofaneleko wangaphakathi kufanele aqinisekise ikhwalithi yomsebenzi otholiweko ubuya ebatjhugululini bangeqadi, ngokutlikitla iforomo lesifungo sokuqinisekisa ukubhadelwa. 

14.5	Iforomo lombiko obuyako lizakufakwa kenye itjhugululo, nanyana umtlolo utjhugululwe ngaphakathi namkha mtjhugululi wangeqadi, ekubuyeleni kwawo eHlokweni yemiSebenzi yokuSekela namkha iHloko ye-LU, ozakubika emPhathini weHlelo kanye eenyangeni ezintathu.


15	UKUSETJENZWA KOKUBHADELA 

Ikambiso yokusetjenzwa kokubhadela abasebenza ngelimi ngeqadi ingendlela elandelako:

15.1	Umsebenzi oqediweko kanye neforomo lesiqinisekiso sokubhadela elitlikitlwe mtjhugululi wangaphakathi kanye ne-invoyisi zinikelwa iHloko yemiSebenzi yokuSekela ezakuhlola ukulunga kwama-invoyisi. I-oda yangokomthetho kufanele ibe phezu kwe-invoyisi. 

15.2	Kusibopho seenhloko zokutjhugulula ukukhandela ukusetjenziswa kweemali ngokunganamvuzo nangokumotjha, nokungakavunyelwa namkha ngokungakajayeleki.

15.3	Akunakubhadelwa okuzakusetjenzwa ngaphandle kwetlikitlo leHloko yemiSebenzi yokuSekela namkha leHloko ye-LU kanye nalelo lomPhathi weHlelo. 

15.4	Iforomo lokuqinisekiswa kokubhadela kanye ne-invoyisi kufanele lidluliselwe ku-SCAM khona kuzakubhadelwa. 
 
15.5	Eminye imibuzo ebuya kwabasebenza ngelimi bangeqadi ingaqaliswa kuHloko yemiSebenzi yokuSekela namkha kuHloko ye-LU. 


16.	UKUTJHUGULULWA
