UmNyango wezobuKghwari namaSiko, ngokuvumelana kwaboNgqongotjhe bomBuso ophakathi naboSo/Nomkhandlu abaphathelene namasiko emhlanganweni wabo we-MINMEC wangoMatjhi 2004, bathatha umqondo othi ?UkuThabela amaFa Wethu aPhilako (?Lokho esikuPhilako?) emnyakeni weTjhumi weNtando yeNengi?.

Lomqondo uzakukhamba iminyaka emithathu ezako ezakuphela ngoSeptemba 2007. UmNyango uhlose ukusebenzisa kuhle iNyanga yamaFa njengento embono wesikhathi eside yokubuthelela, ukubulunga, ukuvikela, ukuphuhlisa nokusabalalisa amafa aphilako/amafa wamasiko angathintwako.

  UMQONDO WA?MAFA APHILAKO?

Kuqakathekile ukutjheja bonyana lokho umthethomgomo nemitlolo yomthetho yeSewula Afrika okubiza ngokuthi mamafa aphilako iphasi loke (UNESCO) likubiza ngamaFa aPhilako angaThintwako. Ngokutlanywa muva nje kwesiVumelwano seenTjhabatjhaba sokuTlhogonyelwa kwamaFa angaThintwako, umukghwa omutjha uragela phambili ngebelo elikhulu lapho izazi zamafa nabasebenza kezamafa bathoma ukusebenzisa ?amaFa aPhilako namaSiko wamaFa angaThintwako ngokudlhegana. Nayikuthi umuntu ukhuluma ngokuphila namafa kuzwisiswa bonyana ikulumiswano iphathelene namasiko wamafa angathintwako namafa athintwako.


UKUHLATHULULA AMAFA APHILAKO

?Ihlathululo? njengombana ivezwe emThethweni wesiTjhaba womKhandlu wamaFa (umThetho wenomboro 11 ka-1999) nemThethweni wesiTjhaba wemiThombo yamaFa (umthetho wenomboro 25 ka-1999).
?AmaFa aPhilako? kutjho iingcenye ezingathintwako zamasiko abuya kibokhokho begodu angafaka hlangana:

I-athikili 2(1) yesiVumelwano seenTjhabatjhaba sokutlhogonyelwa kwamaFa wamaSiko angaThintwako ifundeka bunjesi: 

Ngeminqopho yesivumelwanesi ? ?amafa wamasiko angathintwako? atjho imikghwa, ubujameli, ukuzwakalisa, ilwazi, amakghono -  kanye nezinto, imisebenzi yobukghwari (artefacts) neenkhala zamasiko ezikhambisana nalokhu ? imiphakathi, iinqhema begodu kobunye ubujamo, abantu abakuthatha njengehlangothi lamafa wamasiko, adluliswa ukusuka esizukulwaneni sinye ukuya kwesinye, yenziwa miphakathi neenqhema ukuqalana nemvelo nomlando wabo, ukuphilisana kwabo nemvelo, begodu kubanikela ngomuzwa wokuzazi neragelo phambili, ngakho kuthuthukise ukuhlonitjhwa kokwehlukana ngokwamasiko nekghono lokutlama lomuntu. Ngomnqopho walesi siVumelwano, itjhejo lizakunikelwa  khulu khulu amafa wamasiko angathintwako njengombana kukhambisana neensetjenziswa zeentjhabatjhaba zamalungelo wobuntu ezifana neemfuno zokuhloniphana emiphakathini, eenqhemeni nebantwini mayelana netuthuko edzimeleleko.

I-athikili 2(2) iraga athi ?amafa wamasiko angathintwako? njengombana ahlathululwe endimeni (1) ngehla, ibonakala hlangana nokhunye kokulandelako: 

(a) Amasiko acocwako nokuzwakalisa, okufaka hlangana njengesisetjenziswa samafa wamasiko angathintwako. 
(b) Ubukghwari bemidlalo, imikghwa yekuhlaleni, iminyanya yamasiko neyethabo.
(c) Ilwazi nemikghwa ephathelene nemvelo nephasi 
(d) Ukubedlha ngokwesintu

Iinhlathululo ezingehla (zombili ngokuya komthetho weSewula Afrika nomThetho weenTjhabatjhaba) zitjho pheze izinto ezifanako. Zihlanganiswa milando ecocwako, ukudlala, iminyanya yamasiko nelwazi lamatjhebiswano wemvelo, wemphakathini newezokuhlalisana. Lapho umuntu abona umehluko, akusi mumehluko ngokuya komhlobo kodwana ngokuya kwelimi. Ngakho ukusebenzisa imiqondo ngokudlhegana njengombana inengi lamaSewula Afrika lisenza akusikho ukwenza iphoso kodwana kuveza iindlela ezinengi umuntu angizikhethela kizo ukutjho yona yinye into leyo.                                                                                                                                             

UKUBONISANA

Amafa aphilako njengento ehlala itjhuguluka yeza ngaphambi kwesikhathi sama-emphera nokulawulwa kwezinye iinarha ngezinye. Kwakungilo begodu kusese lilemuko lokuphila lemiphakathi ehlukeneko ngeenkhathi ezihlukeneko zomlando. Linani loke lelemuko labo; indlela ebaqalana ngayo nokubeletha, ukukhula, ukukhula ngokuziphatha, umtjhado, ukuluphala nokuhlongakala; indlela ebathabela ngayo lamazinga wokukhula komuntu; indlela abaqalana ngayo nomtlhago nobuqhaka, bona bayakha njani iminotho yabo, bonyana bakwakha njani ukunzinza kwabo, bona baphilisana njani nebhoduluko labo lemvelo, bona bacoca njani iindaba zabo, bona bavuma njani nokugida, njll. 

Umhlobo wamafa wokuphila esinawo ukufika namhlanjesi alihlangothi lelifa elibuya kibokhokho bethu esikhathini esingasoze sakhunjulwa. Amafa wethu asuka emilandweni ecocwako, eminyanyeni yamasiko, elwazini lamahlelo wendabuko abulungiweko; atjhugululiweko begodu asusa godu angezelela amanye amahlangothi ngebanga lokuthintana kwemiphakathi ehlukeneko yephasi ebeyihlukaniswe ziindawo nebanga lesikhathi. ISewula Afrika isibonelo esihle somphakathi ohlanganise imihlobo ehlukeneko ebunjwa masiko wamafa anothileko nahlukeneko ? kungakho kunomqondo we-Rainbow Nation (okusiTjhaba semiHlobo eHlukeneko). Ngakho kuqakathekile bona umbuso wenze ibhoduluko elivumela ukuzwakalisa nokutjengisa ngemihlobo ehlukeneko yamaFa aPhilako weenqhema zoke zemihlobo.  Lokhu kufanele kwenziwe ngendlela esekela imiqondo yomphakathi ongabandlululi ngokobutjhaba, ubulili, onekambiso yamalimi amanengi namasiko amanengi. Godu lokhu kufanele kwenzeke ebujameni bokulinga ukuphuhlisa ukwabelana ngelemuko lamasiko eenqhemeni ezihlukeneko ngombana kungokwabelanokhu nokuthabela amafa wethu ahlukeneko najayelekileko lapho sizakufikelela ukuzwana, ukwakha nokubumbana kwesitjhaba.   

Kungaba kuhle nange zoke iinqhema zamasiko nazingabelana ngelwazi  Iokutjhuguluka kobujamo, obehlakalele amafa wazo. Lokhu kungenzeka ngokuqala zombili izinto ezihlukeneko nezijayelekileko. Kuzakuqakatheka ukufunda bonyana lamasiko abelana njani ukwakha amasiko amatjha ahluke khulu, anobujamo obuhlukileko beSewula Afrika.

Isitjengiso sombono obekelwe ukufikelela lomnqopho. 

Iminyango yombuso, iinhlangano okungasizo zombuso, iinhlangano ezitholakala emphakathini nabantu bathome iinsungulo ezingakakhanjelaniswa ukubulunga nokwazisa ngamafa. 5. Kukwenza ukusetjenziswa kwamafa aphilako kwaziwe khulu njengesisetjenziswa sokwakha isitjhaba, ukubuyisana kwesitjhaba, ukubumbana kwesitjhaba okuzakurholela ekwenziweni kwesithombe sokuzazi kwesiTjhaba seSewula Afrika.
6. Kukwenza amafa aphilako aziwe khulu nokubuthelela amaSewula Afrika malungana nenzuzo yezomnotho, hlangana nezinye izinto, ngezokuvakatjha.

ABANTU EKUNQOTJHWE KIBO

Isitjhaba seSewula Afrika sibunjwa lilifa lesiko elihlukeneko nelinothileko. Ngilomphakathi weSewula Afrika umnyango ofuna ukuwubuthelela uwulethe emqondweni wamaFa aPhilako.  Kunombono eSewula Afrika wokobana amaLanga wesiTjhaba agidingwa lihlangothi labantu abanzima kuphela eSewula Afrika. Lokhu kuphikisana nokwakhiwa, ukubuyisana nokubumbana kwesitjhaba. Ukukhulumisana kwethu namaqhinga wokumaketha kuzakufanela bona acatjangisiswe ngendlela amaLanga wesiTjhaba mazombe, khulu khulu namaLanga wamaFa adosa khulu umphakathi woke weSewula Afrika.

IQHINGA LEPHROJEKTHI

UmNyango wezobuKghwari namaSiko uhlongoza indlela ehlukileko nasiya eNyangeni yamaFa namaHlelo wamaFa ka-2004. Sihlongoza ukungasarageli phambili ?nomNyanya omKhulu wesiTjhaba? ovame ukubanjwa e-Union Building namkha kenye indawo. Sifuna bona sibe neNyanga yamaFa neLanga lamaFa elingalawulwa mbuso ophakathi lapho amaPhrovinsi, aboMasipala, abaLawuli beeNdawo badlala indima ekulu eqhingeni lokuveza khona iNyanga yamaFa neLanga lamaFa, lokho okuzakuba nomphumela omkhulu emphakathini begodu kuzakwenza ikghono lokubuthelela umphakathi weSewula Afrika emkhumbulweni wokuphila ngokwamaFa. Sithemba bona sizakusebenzisa umqondo njengendlela yokufumana umbono omkhulu wokubuthelela, wokubulunga, ukuvikela nokuphuhlisa amaFa wethu aPhilako. Ngalomqondo, eminyakeni emihlanu ezako i-DAC ithemba bona izabe ihlome umthethomgomo nomthetho kanye nerhemo nebuthelelo lekhomphyutha lamaFa aPhilako namaFa wamaGugu, ngombana silahlekelwa mamaFa wamaGugu, ngamalanga.                                                                                                                                                                                                                                               


           ISIHLONGOZO SOKUFEZAKALISWA KOMLEYO WENYANGA

Sihlongoza iimveke zokutjheja ezizakubeka phambili izinto ezihlukeneko zamaFa aPhilako. Abadlalindima abahlukeneko bazakunikela ngemininingwana yokobana bahlose ukuwafezakalisa njani amaqhinga abekelwe ukwenza bonyana amaFa aPhilako aziwe ngcono. UmNyango wezobuKghwari namaSiko uhlose ukwakha ukusebenzisana neHlangano yezokuRhatjha yeSewula Afrika (i-SABC) ukuqinisekisa bona kunokukhangisa okukhulu mayelana nomqondo namahlelo wawo, inyanga yoke.                                                                               

 IMINININGWANA YESEBENZISWANO EHLONGOZWA NE-SABC

Ngesebenziswano ne-SABC, isiqhema sokubonisana ngemiKghwa neLwazi leNdabuko/zamaSiko sizakuhlelwa. Umnqopho omkhulu kuzakuba kusebenzisa amafa wamasiko weSewula Afrika ukufaka isandla kilokho okubekwe phambili enarheni yoke okufaka hlangana ukulwa ne-HIV nentumbantonga, ukwehlisa ubulelesi, ukwakha ukuzazi kweSewula Afrika nokuvuselelwa kokuziphatha.

Ukwenza umqondo wemikghwa nelwazi lendabuko namasiko uhlale ukhona phakathi kwabatjha, kuqakathekile ukuveza ukuqakatheka nokusebenza kuhle kwalemikghwa namhlanjesi (abantu abatjha bangazuza njani ngawo ngakwezomnotho nokuhlalisana). Isibonelo, kungaba nokwenyuka ekusetjenzisweni kwezambatho zendabuko, izinto zokuzesa ubuso nokuzikghabisa, abantu abatjha abangazithatha njengethuba lokuzinikela amandla ngakwezomnotho nokuhlalisana. 

AmaSewula Afrika aziwa ngamakghono neendlela zawo ezihlukileko endaweni yelwazi lamafa nemikghwa yendabuko namasiko, azakumenyelwa e-SABC abe anikelwe isikhathi sokwabelana ngelwazi nesitjhaba soke. Kufanele kugandelelwe elwazini lendabuko nemikghwa ukuqalana nokuqakatheke inarha yoke.                                                                                                                                                                                                                                                  


  Iindawo okuqalwe kizo zingafaka:

IVEKE YOKUTHOMA: UMVUMO NOKUGIDA 


Leveke izakubunjwa mahlelo womvumo nokugida abekelwe ingasi ukutjengisa kuphela amahlelo womvumo nokugida kodwana nokuhlanganisa lokhu neendaba ezithileko, izehlakalo, iminyanya namkha iminyanya yesintu. Lokhu godu kuzakuba lithuba lokutjengisa bonyana umvumo nokugida kutjhuguluke kangangani ngokukhamba kwesikhathi emphakathini onamasiko amanengi nokobana amasiko ahlukeneko athelelene bunjani (ukweqa kwamasiko imikhawulo).  Ibanga lokwenza lokhu kuqinisa amafa wethu esabelana ngawo angaba ngezinye zezakhiwo zethu zokwakha isitjhaba nokubumbana kwaso. Ngakho kuqakathekile bonyana abantu abadala basirhelebhe ukufikelela lombono wokuqinisekisa bona ukutlama komuntu eenkhathini ezihlukeneko zomlando kwenziwa kube kukhulu bekuthatjelwa ziinzukulwana zanjesi nezangomuso.

UmNyango usebenza namayunivesithi weVenda, Zululand ne-Fort Hare ekubutheleleni umVumo weNdabuko, ukuGida nomLando oCocwako. Leveke inganikela ngethuba lokutjengisa umsebenzi osele ukhutjhwe ngilephrojekthi.  

Okuqakatheke khulu, kuzakuba kukuzibandakanya kwemiphakathi yendawo ekutjengiseni ngomvumo wendabuko nokugida. 

IVEKE YESIBILI: IMIKGHWA NELWAZI LENDABUKO/LAMASIKO 
Kunomukghwa wokuyamanisa imikghwa nelwazi lendabuko namasiko, nesitjhaba sabantu sabantu abanzima enarheni le. Lokhu kuveze umbono ongasiwo wokobana eminye imihlobo akhenge ibe namasiko begodu nokuthi akhenge kheyiqalane nemiraro ezinye iintjhaba eziqalene nayo. Isibonelo, ukukhiqizwa kokudla, iinhlahla nezinto zokuzesa eminyakeni emakhulu eyadlulako kuhluke khulu kunalokhu kwanamhlanjesi. Lokhu kuyinto ejayelekileko  kizo zoke iinqhema zemihlobo begodu kunengi esingabelana ngakho ngokuthi abokhokho bethu babelima njani kuhle, bonyana babewenza njani umlilo, babelemba njani igolide namadayimani, nokobana babebulunga njani ibhoduluko; bandise njani ifuyo, nokobana babezidlala njani iindima zababelethisi, babekhulisa njani abantwana, babesebenzisi njani izinto zokwezesa nokulungisa ubuso, njll. UmNyango, isibonelo, ungathanda ukubamba ikulumiswano ngokudla kwendabuko.

UKUDLA KWENDABUKO 

Ukudla kwendabuko e-Afrika kunepilo khulu begodu kuyathengeka kunalokho okufanako kwesikhuwa. Kodwana akhenge kuhlanganiswe ukutjengisa ikghono lakho lezakhamzimba nokuthengiseka.

Ukudla kwendabuko okufana nomrorho, imihlaza, i-tihove, i-semphemphe, i-potele, amathumbu nomrhoru neenselo ezifana nerhemere, akusimatshwayo kuphela wokuzazisa kwe-Afrika, kodwana ayindlela ethengekako nekulu yokuthola izakhamzimba. 

UmNyango uhlose ukubambisana ne-CSIR ne-Kellogg Foundation ekuhleleni iphrojekthi yokurhatjha lapho ukudla kwendabuko kuzakutjengiswa khona bekuboniswe. Lokhu kuzakuqinisekisa ukuzibandakanya okubonakalako kwemiphakathi yendawo. 


IVEKE YESITHATHU: IINKUTANA ZAMAFA WAMASIKO WESEWULA AFRIKA NEENDABA ZABO 
Leveke ibekelwe ukuqalisisa nokuhlunga abantu namkha ukubonisana ngepumelelo yabantu abasebenze kuhle emahlangothini amanengi wamafa aphilako. 

Sisebenzise umqondo weenkutana khona sizakwenza lula umqondo wamaGugu aPhilako wabaNtu, okuyihlathululo ye-UNESCO yawo lomqondo. 

Iinkutanezi babantu:
* abafake isandla ngezenzo ezibonakalako ekuvuselelweni kwesiko lamasiko elisengozini yokuphela ngebanga lokutlhogeka kokweluswa nokuvikelwa namkha ngesibanga sekambiso yetjhuguluko lamasinya, lokuya kwabantu emadorobheni namkha ngokwamukela amanye amasiko                                                                                                           
* abatjengisa indima yabo ngokusebenzisa ukuqinisa ukuzazi ngokwesiko kwabantu nemiphakathi yemakhaya ethintekako, ukuqakatheka kwabo njengesisusa sommoya wokuzimisela ukuhlanganisa abantu nemiphakathi ndawonye.

IVEKE YESINE: IKULUMISWANO NGENDIMA YAMAFA APHILAKO EKUVESELELWENI KOKUZIPHATHA; UKUHLANGANA KWEMIPHAKATHI, UKUPHELISA UMTLHAGO, UKWAKHA ISITJHABA; UKUBUYISANA NOKWAKHA UKUZAZI KWESITJHABA 

UmNyango wezobuKghwari namaSiko uhlose ukubamba ikulumiswano inarha yoke ezintweni eziqakathekileko okukhulunywe ngazo ngehla. Umnqopho omkhulu kukwenza lula lezinto eziqakathekileko ezakhamizini zoke zeSewula Afrika. Godu kuboniswana ukuya phambili ngokobana iSewula Afrika ingayifikelela njani leminqopho.

Ngokuvumela ukuhlakanipha okukhona esitjhabeni seSewula Afrika, umNyango, ngokusebenzisa ibubulo lokurhatjha iindaba, uzakubamba ikulumiswano nesitjhaba ngezinto ezihlukeneko eziphathelene namafa aphilako angahlanganiswa ukulwisana nalezizinto eziqakathetheke inarha yoke.                                                                                            

Ukubonisana lokhu kwenarha yoke khulu kuzakwenza umleyo wokuthuthukiswa kweQhinga leNarha lokuButhelelwa, ukuVikelwa, ukuBulungwa nokuPhuhliswa kwamaFa aPhilako/amaFa wamaSiko Angathintwako.                                                                                                                                                                                                                     

Isebenziswano izakwenziwa ne-SABC bonyana kube neenkulumiswano emirhatjhweni ngamahlelo abonakalako umphakathi ofuna ukuwaveza emnyangweni wesitjhaba ngalesi sihloko. 



ILANGA LAMAFA 24 SEPTEMBA

UkuThabela iLanga lamaFa kuzakubanjwa emaphrovinsini wolithoba kanye nakibomasipala.
